1. Fabricate new telemetry panel or control panel (depending on the site) with all devices, components, and panel layout as shown and specified. 2. Factory test RTU and control panels, witnessed by a Professional Engineer (PE), prior to shipment. 3. Disconnect existing conduit and wiring from the telemetry panel or control panel (depending on the site) and remove and demolish existing panel at each site. 4. Install new telemetry panel or control panel (depending on the site) at each site and reinstall existing conduit and wiring to the new panel. 5. Install new field instruments at each site. 6. Install new conduit and wiring between new panel and new field devices at each site. 7. Test and startup the new telemetry panel or control panel (depending on the site) and new instrumentation at each site jointly with OWNER assigned programmer.
