The City of Gulf Breeze is seeking qualifications from experienced planning firms to provide professional services for preparing an Evaluation and Appraisal Report (EAR) and associated amendments to the Comprehensive Plan, as required by Section 163.3191, Florida Statutes. The City aims to engage a qualified consultant to lead a transparent, data-informed, and community-focused EAR process in accordance with guidance from the Florida Department of Commerce. The consultant will assist the City in evaluating the effectiveness of the current Plan, identifying necessary data updates, conducting public outreach, and drafting amendments to ensure compliance with Florida’s Growth Management framework, particularly regarding housing, resiliency, mobility, and infrastructure. The selected firm must demonstrate expertise in public engagement, intergovernmental coordination, GIS analysis, and preparing comprehensive plan amendments within the Florida statutory context.
