This will be a multi-year contract award with a phased approach for a contractor to furnish all labor, equipment, materials, and supervision to install up to five clarifier mechanisms located at our Virginia Initiative Plant. HRSD has evaluated two of the five clarifiers and has determined that two clarifier mechanisms need to be replaced but the other three still need to have inspections done which will be conducted by HRSD and is not part of this scope. The scope of work needed on clarifiers (3) three and (1) one has been provided and should be included as part of your response to this solicitation. The potential work needed on the other three clarifiers will be provided once known and a timeline is determined for repair or replacement if needed. Due to the importance of the equipment being in service this work is being spread out over a five-year period with the intent of funding each clarifier mechanism as the work starts. HRSD reserves the right to fund more than one clarifier in any given year if the need arises due to operational necessity. HRSD will decide after the award which clarifier will be taken out of service first. The selection of the initial clarifier will be at HRSD's discretion. Pricing shall be provided as a fixed fee for clarifiers (3) three and (1) separately on the line items provided. Contractor must have the ability to expand these services in the future to the other three clarifiers if needed. Pricing will be negotiated at that time for each additional clarifier and should be in line with current CPI and PPI in comparison to the costs associated with the first two clarifier repairs.
