firmly based on real site conditions, and considers all regulatory requirements, including: A. Identification of concepts for a signature park feature that will create a sense of destination and help distinguish this section of waterfront park from others that border the Congaree and Saluda River. The signature feature shall be an identifying element of this park and help create a sense of unity and completion of the park system along the waterfront. B. A circulation and access plan for auto traffic, bicyclist, pedestrians, and service vehicles for the site taking into account the Williams Street extension currently in design and the associated traffic impact study. This circulation plan shall explore and illustrate: a. bicycle and pedestrian connectivity to adjacent streets and parcels taking into consideration existing facilities, recommendations from Walk Bike Columbia and other relevant plans, and identify challenges and recommend solutions for connectivity such as crossings, signalization, or other facility improvements necessary for safe and comfortable connectivity b. a primary trail connection through the site connecting Granby Park and Riverfront Park/Three Rivers Greenway to the north which meets the City’s trails system standards, as well as connections throughout the park between destinations, park features, and parking areas c.
