The vehicle furnished shall be new (unused), model year 2025 or newer, and of the best quality of its respective kind and free from defects which may render it unfit for use. The vehicle shall include all necessary features, components, and functions required to comply with all applicable Federal, State of Hawaii, and County motor vehicle and safety requirements including the Federal Motor Vehicle Safety Standards and the Code of Federal Regulations, Title 40, Part 85: Control of Air Pollution from Mobile Sources. Where there is conflict between the State of Hawaii and Federal Motor Vehicle Safety Standards, Federal Specifications shall prevail. Buses must meet the State of Hawaii Specifications to the extent that National School Transportation Specifications and Procedures are met or the item is specifically addressed; otherwise, the latest National School Transportation Specifications and Procedures are considered as a minimum. The vehicle shall include any other standard features detailed in manufacturer’s brochures and deemed necessary for the proper and safe operation of the vehicle. If a manufacturer or vendor cannot meet a specific listed Purchaser Option item, the manufacturer or vendor may note that item as an exception and provide their equivalent option. The Department anticipates purchasing 14-passenger TYPE A School Buses of two (2) models: • Model 1 – Single Rear Wheel (SRW); and • Model 2 – Dual Rear Wheel (DRW). The Department is not looking for Type C or D buses or electric vehicle infrastructure for this project.
