At a cost of $225,918 to the EOTC, NSCS is offering to provide two- and one-half FTEs (fulltime equivalents) Recovery Coach/Peer Support staff and supervision for the Dee Kennedy Project based at the Dorchester Division of the Boston Municipal Court. The Dee Kennedy Project (DKP) helps justice-involved adults find supportive pathways to exit commercial sexual exploitation (CSE). The DKP offers a variety of services to help individuals achieve short-term and long-term goals at their own pace. The DKP offers advocacy, peer support, connection to social and clinical services, and interdisciplinary collaboration to best serve and assist survivors of CSE as they navigate the criminal justice system. In 2018, the Trial Court received funding from the Office for Violence Against Women to support court-based recovery coaching and peer advocacy for individuals victimized through commercial sexual exploitation. With the demonstrated need for services for this population, evidenced by the continued and increasing referrals to the program, the Trial Court plans to continue and expand upon the project. The EOTC is posting this Notice rather than conducting a full procurement because the EOTC believes this opportunity represents best value to the Commonwealth and is utilizing this Due Diligence Posting to ensure that the process is open, fair, and competitive.
