Task 1: Assist the Town in fulfilling the Town’s requirements under its 2017 NH Municipal Separate Storm Sewer System (MS4) Permit issued by the U.S Environmental Protection Agency (EPA) pursuant to the Clean Water Act. Subtasks include, but are not limited to: a) Phase I and Phase II mapping b) IDDE program implementation c) Respond to Town regarding inquiries about MS4 permit requirements. d) Make the Town aware of upcoming deadlines, changes, and or renewal of the MS4 permit. e) Attend occasional meetings at the Town's request to discuss progress. f) Aid in preparation of documentation, plans, and annual reports to EPA. Task 2: Establish a stormwater asset management program. It is anticipated that the Town will receive funding in the form of a grant of $30,000, which shall be the budget for this task: a) Assist with finalizing an application to NHDES for funding to develop a Stormwater Asset Management Program including assisting with approval from NHDES for the work scope; b) Coordinate with Town officials to determine a focus area for this project phase; c) Gather stormwater asset inventory and condition assessment data within the focus area; d) Develop a Level of Service Plan; e) Assess the criticality of stormwater assets within the focus area; f) Develop life cycle cost analysis; g) Create a financial implementation plan for identified infrastructure maintenance and replacement needs; h) Assist the Town with preparation of an implementation plan for stormwater asset management program maintenance. i) Assist the Town with preparation of a communication plan for the stormwater asset management plan. j) Provide training to Town staff on using and continuing with the program
