The Town desires the auditor to express an opinion on the fair presentation of its basic financial statements, as well as the combining and individual fund financial statements in conformity with generally accepted accounting principles. The auditor is required to audit the basic financial statements, and the combining and individual fund financial statements. The auditor is to provide an "in-relation-to" opinion on all contents of the financial section of the ACFR other than required supplementary information. However, the auditor is responsible for performing certain limited procedures involving required supplementary information that have been established by generally accepted auditing standards. The auditor is not required to audit the introductory and statistical sections of the report but is expected to read the introductory and statistical sections of the ACFR to ensure that they do not contain information that is inconsistent with the audited financial statements.
