All work efforts executed under the Program will be accomplished in the three main Lake Anna tributaries and the watersheds that feed each of these tributaries. The Program consists of five (5) phases with contract base and option years assigned to each phase. 1) Phase 1 of the Program will be executed during the base year of any contract awarded as a result of this RFP. The scope of Phase 1 includes the entire upper reservoir and the watersheds of each of the three main tributaries. This phase builds upon work conducted in a Concept Development effort executed in 2024. Phosphorus treatments were conducted by two contractors during 2024. One contractor was assigned the North Anna River as their scope of work and the other contractor was assigned Terry’s Run as their scope of work. The Concept Development effort provided the LAAC and Louisa County with evidence that phosphorus remediation efforts in the upper reservoir will, over time, create a balanced phytoplankton biomass and minimize Harmful Algal Blooms (HABs) in the upper reservoir. 2) Phase 2 of the Program will be executed during option year 1 of any contract awarded as a result of this RFP. The scope of Phase 2 will be determined based on available funding. This phase builds upon work initiated in Phase 1. 3) Phase 3 of the Program will be executed during option year 2 of any contract awarded as a result of this RFP. The scope of Phase 3 will be determined based on available funding. This phase builds upon work initiated in Phases 1 and 2.
