The contractor shall provide all labor, supervision, equipment, tools, materials and incidentals necessary to successfully perform the building maintenance and repair services as specified herein. Work shall be performed in accordance with the Current Virginia Uniform Statewide Building Code, and the Occupational Safety and Health Administration (OSHA) and Virginia Office of Safety and Health Program (VOSH) regulations and any other state and local laws as may apply. A. GENERAL: The contractor shall: 1. Be a regular supplier of roofing and carpentry work who has performed similar nonresidential work. 2. Ensure work is performed in accordance with the current Virginia Uniform Statewide Building Code. 3. Remove existing asphalt shingles, roofing felt, fascia, soffit, and siding on the Bartlett Area Headquarters’ Chemical Storage Building, in preparation for installation of new felt, shingles, drip edge, ridge vent, fascia, soffit, rakes, and siding. Metal door track cover shall be replaced in kind. 4. Install new asphalt architectural shingles which are rated for a 115-mph wind zone, T-Edge drip edge and ridge vent. 5. The existing siding shall be removed and replaced with LP Smartside Precision 190 series siding, .578 in thick panels. The primed component’s cuts and surfaces shall be painted; however, if prefinished siding/materials are used, then the cuts shall be sealed and painted as specified by the Manufacturer’s recommendations. Side panels shall have a 6” clearance from ground surface grade and 1” above all finish surfaces. The Contractor shall not install in contact with masonry, concrete or brick. Overdriven nails shall be filled with ASTM C920, Class 25 Sealant. All panels shall be spaced 3/8” above the PVC base trim which shall be flashed by Z flashing. Comply with attached Application Instructions below for all horizonal flashing and spacing when hanging LP siding. All end panel joints must align center of the wall studs. Fastener penetrations shall be 1 ½"- inches. Spacing shall be 6 inches apart around the edges and no more than 12 inches at the intermediate stud supports. Panels shall have 3/16'' inch space between trim and panel. Sealant shall not be applied where flashing is integrated. Ensure fascia, rakes and cornices comply with LP SmartSide recommended applications. 7. Replace ½" plywood soffit with perforated vinyl soffits. 8. Remove existing vinyl PVC Curtain sliding doors and hardware if necessary and store to prevent damage and until ready to reinstall. Coordinate on-site storage location with Contract Administrator or Designee. 9. Prep and paint a. Painting shall not be performed in humidity above eighty-one percent, 81% b. After a precipitation that has any cumulation, painting shall not occur until surfaces reach 15% moisture level. To achieve this awareness, the contractor shall have a moisture meter to gauge moisture readings. c. Latex paints temperatures for painting shall be fifty degrees Fahrenheit to eighty-five degrees Fahrenheit, 50°F – 85°F. Oil base paint applications, temperatures shall range 40°- 90°F However, manufacture'srecommendationsshall dictate all product use and the contractor shall be compliant with the manufacturer's requirements. d. Exterior wood surfaces shall be prepped, primed and painted with two (2) surface coats of paint according to paint manufacturer'srecommendation. e. For rusted metal surfaces, use OSPHO, which is a pre-diluted rust-inhibiting coating that chemically changes iron oxide (rust) to iron phosphate that turns rusted metals black. The manufacturer suggests that the contractor does not have to remove light rust. However, the manufacture requires removing loose paint, rust scale, dirt, oil, grease, and other accumulations with a wire brush, or pressure washer. After the surface is dry, apply a thin coat of OSPHO or equal to. Let the product dry for a minimum of 24 hours. Longer dry times may be necessary depending on temperature, humidity and overapplication of product. If rust is heavy, two coats of OSPHO may be necessary to thoroughly penetrate and blacken the surface to be painted. Once the product cures, a dry powdery grayish-white surface may develop and will require brushing off the loose powder. Before painting, wipe down with Mineral Spirits and allow 30 minutes to dry. This product shall be applied in conjunction to the temperature range of the paint product to be used and is not to be used as a paint. Building materials, repairs and colors are to be completed to match other existing buildings that have been recently repaired and shall be approved by VDOT PRIOR to installation. f. Holidays, runs, or drips are unacceptable, and shall be repaired to an unnoticeable state. Therefore, the repair work shall be aesthetically pleasing and complin1enting a finished product. g. Signage is the contractor's responsibility to remove and re-install. Coordinate storage with the Contract Administrator.
