This event is to bid for a one -time purchase for a Native American Consultation Meeting for the Department of Military. This regional meeting will include Army National Guard personnel from Alabama, Florida, Georgia, Louisiana, Mississippi, North Carolina, South Carolina, and Tennessee. This regional meeting will match these personnel with their counterparts from applicable Federally-recognized tribal governments. In most cases, the participants will include the same personnel who have consulted together in the past. The goal of the meeting is to provide participants with an opportunity to continue dialogue with Tribal representatives in order to assist the listed States National Guards with current and future National Environmental Policy Act (NEPA) projects, National Historic Preservation Act (NHPA) projects, and any potential similar activities. The meeting will provide a combination of formal presentations to the group participants and breakout sessions to focus on information sharing exercises. The issues to be addressed at the meeting may range from the presentation of Federal regulations to personal experiences of consultation issues. This meeting is scheduled to be conducted from September 8-11, 2025. The work incorporated within the tasks presented below will be conducted with an anthropological perspective of cultural awareness. Native American issues to be addressed at the meeting may be incorporated in discussions of Federal regulations of National Historic Preservation Act (NHPA), Archeological Resource Protection Act (ARPA), Native American Graves Protection and Repatriation Act (NAGPRA), American Indian Religious Freedom Act (AIRFA), Executive Order (EO) 13007, EO 13175, AR 200-4, NEPA, and the DoD Annotated American Indian and Alaska Native Policy dated 27 Oct 1999. The meeting will provide awareness training for ALARNG, FLARNG, GAARNG, LAARNG, MSARNG, NCARNG, SCARNG, and TNARNG environmental and general staff, as well as representatives of affiliated Federally-recognized Tribal governments. The above-referenced regulations mandate that this consultation occur. This meeting will build on previous consultation to continue the long-term working relationship between the States Army National Guard and pertinent Federally-recognized Tribal governments.
