Inspections shall be used to ensure a safe and efficient level of elevator equipment operation. Time spent on the inspection (excluding witnessed test time) shall average one (1) hour per unit per inspection. 1. In addition to acceptance inspections, periodic inspections, and witnessing safety testing, the Contractor shall: a. Verify and report that each machine room maintenance check chart is present or not present and has been correctly or incorrectly completed. b. Verify and report that each machine room fire service check chart is present or not present and has been correctly or incorrectly completed. c. When applicable to hydraulic elevators, verify and report that each machine room oil log is present or not present, and has been correctly or incorrectly completed. d. During periodic safety testing with the elevator maintenance contractor, verify and report on all elevator standby cab lighting. e. Verify and report on all elevator cab emergency telephone operation during all inspections. f. Verify whether the elevator contractor has attached all appropriate tags as specified by code, after completion of testing. 2. The Contractor’s elevator inspector shall witness all periodic safety tests as recommended and required by the Virginia Uniform Statewide Building Code, ASME A17.1, and A17.2 and this jurisdiction. All safety tests shall be witnessed by the Contractor’s elevator inspector during and after building working hours, or on weekends, or on holidays (as scheduled by the Department of General Services) at no additional cost. Exceptions to this policy will be considered on a caseby-case basis and must pre-approved and in writing. The Department of General Services reserves the right to coordinate all test times for elevator inspections and maintenance with the Contractor. The Capitol Complex annual schedule for inspections and testing is conducted during the month of April, and during the month of October for periodic (routine) inspections. 3. After completion of a test, the inspector witnessing the test will submit the appropriate test form see attachment ASME A17.2-2020 This test form shall be signed by both the Contractor’s inspection employee who witnessed the test, and the Contractor’s elevator maintenance employee who performed the test. All QEI inspector numbers and Virginia Certified Elevator Mechanic numbers shall be on the test report. 4. All test or inspections that remove the elevator from normal service operation shall be scheduled with DGS. 5. Inspectors shall always perform services per the latest addition standards of ASME QEI-1.
