The Commonwealth of Kentucky, Finance & Administration Cabinet, Division of Engineering & Contract Administration (DECA) is seeking professional design services for the Department of Military Affairs (DMA) to Construct an Entry Control Facility by utilizing conventional design and construction methods to accommodate the mission of the facility. Facilities will be designed as permanent construction in accordance with the DoD Unified Facilities Criteria (UFC) 1-200-01, General Building Requirements and UFC 1-200-02, High Performance and Sustainable Building Requirements. The facility should be compatible with applicable DoD, Air Force, Air National Guard and base design standards. In addition, local materials and construction techniques shall be used where cost effective. This project will comply with DoD antiterrorism/force protection requirements per unified facilities criteria. Special Construction Requirements: overhead protection/lighting (canopy), removable bollards, pedestrian turnstile and traffic devices, repair existing pavements, provide proper signs, boundary fencing and entry gate, ensure 9 second final denial barrier per UFC. This project shall comply with UFC 4-022-01 (Entry Control Facilities). The installation requires a properly sited and configured main gate/entry complex that meets all applicable Air Force security and force protection standards and requirements to protect assigned personnel, resources to include 8 PA C-130J aircraft. The entry complex requires a gate properly sited within a controlled area of the base with a support facility capable of withstanding attack or ballistic impact by vehicle, small arms fire, or explosion. The gatehouse must have sufficient sight distance to warn security forces of oncoming threats. Access roads must be capable of controlling peak traffic flows while safely rejecting non-authorized vehicles. The Commonwealth reserves the option to increase the scope of services under this RFP if needed and as funding allows.
