The Town of New Milford (Town) is soliciting qualifications from qualified and experienced operators/developers/architects (“Respondents”) for a long-term land lease for the Town-Owned Property located at 50 East Street (“Property”), which contains a 31,044 square-foot Colonial Revivalstyle building (“Building”) on 4.63 acres of land. The development site is on public water and sewer. Selected Respondents will be encouraged to demonstrate their experience in developing an adaptive reuse for this Historically Registered Property to include a municipal Cultural Center/Performance Space and/or other complimentary mixed uses and their ability to include a potential new development on the property that could include a mix of uses (institutional, residential*, etc.) * Residential options may include but not be limited to senior citizen housing, artist-in-residence housing or market rate housing. Respondents may choose to respond to: • The entire project • A Cultural Center/Performance Space • The Housing portion Once Respondents submit their credentials, the Town will shortlist candidates that best meet the goals of the project. Those shortlisted may be invited to submit a formal proposal to address one or more aspects of the overall project. Respondents should be qualified to enter into a public‐private partnership with the Town whereby, in exchange for inclusion of the municipal uses, the Town and respondent would enter into a long-term lease agreement, governing the rights and long-term management related to the development of new structures, the building and the underlying property. Respondents will be expected to meet the following requirements in order to be considered by the Town: 1. Respondents must have been in business for a minimum of 5 years. 2. Respondents must be financially solvent and adequately capitalized. 3. Respondents must demonstrate financial resources to perform and complete the proposed project. For example, Respondents should outline a typical capital stack for similar projects that they have completed. This may include grants, tax credits and private investment. 4. Respondents should have experience in designing, financing and building cultural assets and/or residential-mixed-use projects.
