A comprehensive system assessment and gap analysis of Scotia’s water infrastructure, evaluating key technical, financial, and managerial/operational issues affecting system performance and sustainability. This will include: • GIS mapping and full infrastructure evaluation (e.g., pipes, storage tanks, valves, and treatment facilities). • Technical assessment covering water loss, system hydraulics, asset age, repair history, performance, and regulatory compliance. • Identification of short-term actions and long-term solutions to improve system viability. • Financial assessment evaluating the utility’s fiscal health, including rate structures, revenue sufficiency, operational costs, and long-term funding strategies for system improvements. • Evaluation of staffing levels, training, standard operating procedures, system maintenance practices, and regulatory compliance to identify operational strengths and areas for improvement. A detailed report will be prepared summarizing assessment findings, providing a prioritized list of necessary improvements, and outlining a timeline and cost estimates for implementation.
