Please note: This is a Sole Source Notification. DoIT desires to establish a three year Joint Purchase Master Contract with IBM for an Enterprise License Agreement (ELA) that provides the ability to acquire maintenance, support, release protection, distributed computing software, cyber-security licensing, SAAS (software as a service) and other additional licenses for the States IBM mainframe and distributed computing environment. The IBM ELA has been a Sole Source for the the last 15 years and will continue to be a Sole Source for at least the next 3 years while DoIT investigates the feasibility of cloud solutions. IBM requires a multi-year agreement to agree to a JPMC. Having the ability to leverage an existing JPMC contract will allow agencies to pay their own portion of the ELA and still aggregate cost savings
