The Florida State Fair Authority (FSFA) is seeking qualified and experienced contractors to provide full design-build services for the demolition and replacement of the existing chiller plant at the Florida State Fairgrounds in Tampa, FL. The scope includes demolition of the existing facility and installation of a new chiller plant, featuring two (2) 1000-ton magnetic centrifugal chillers, associated pumps, cooling towers, piping, controls, and all necessary ancillary systems. Proposers are also asked to submit an alternative proposal for replacement using aircooled chillers with comparable capacity and performance. SCOPE OF WORK; A. Demolition • Complete demolition and removal of existing chiller plant infrastructure, including but not limited to: o Chillers o Cooling towers o Pumps and motors o Control systems o Associated mechanical and electrical components • Site cleanup and preparation for new installation • Environmental mitigation, permitting, and disposal in compliance with local, state, and federal laws; B. New Chiller Plant Installation • Design, furnish, and install two (2) 1000-ton magnetic centrifugal chillers (watercooled) • Provide and install: o New pumps, variable speed drives o Cooling towers with structural supports and sound attenuation (if required) o Electrical service upgrades/modifications o Controls and integration with Building Management System (BMS) o Piping, valves, insulation, and accessories o Structural, mechanical, and electrical engineering, including stamped drawings • Commissioning, performance testing, and training • Provide O&M manuals and warranties; C. Alternative Proposal – Air-Cooled Chillers (OPTIONAL) • Provide a separate proposal for replacing the existing system with air-cooled chillers of comparable capacity (2,000 total tons) • Include: o Performance data and efficiency comparisons o Space, noise, and aesthetic considerations o Cost-benefit analysis for lifecycle cost vs. water-cooled option
