Please note: This is a Sole Source Notification. Comprehensive fundraising services for West Chester University. Contractor: West Chester University Foundation. 1) PASSHE Board of Governors Policy 1985-04-A directs the University to develop independent sources of financial support and to form relationships with affiliated non-profit entities that exist for the exclusive benefit of the University. The West Chester University Foundation (“the Foundation”) is the affiliated entity to the University that exists for the exclusive purpose of developing and providing independent sources of financial support for the University pursuant to the requirements of PASSHE Board of Governors Policy. 2) The Foundation is uniquely qualified to provide these services because of its sole focus on the University’s needs, longstanding and trusted affiliation with likely donors to the University, and capacity to deliver these services in a cost-effective way. 3) Beyond part-time consulting arrangements, outsourcing of alumni and donor relations and related management services is cost-prohibitive (often double the cost per dollar raised as compared to foundation services).
