• Develop Semi-Annual Program updates for RTPFP a. Update and maintain program cost estimates for Study, Design, Right of Way (R/W), Utilities, and Construction (for the semi-annual update of Revenues and Costs). b. Update and maintain the 20 year RTPFP program plan sheet bi-annually to correspond to the Life Cycle Certification and the 5-Year Transportation Facilities Construction Program. c. Prepare and update the Project Table spread sheet and archive in Arizona Department of Transportation (ADOT) Workfront. d. Assist and advise PMG and ADOT regional freeway office Multi Planning Division (MPD) concerning the programming of projects in the RTPFP. • Update MAG RTP design, R/W, Utility, and construction costs and descriptions for MAG RTP Phase IV projects in Year of Expenditure (YOE) and evaluate their effects on cash flow and revenue projections. a. Prepare project chronologies for all RTPFP projects, which provides a history of the original programming, including any changes (Schedule, Cost, & Scope), the Project Development, Milestone completion dates and project cost estimates (Level 1 DCR – Level 5 Final). b. Review project scope and cost estimates to keep track of history on cost estimates and scope changes for projects in the RTPFP Program. c. Develop and Update the “Construction Segment Costs and Description Notebook” Semi-Annually based on project recap and latest cost estimate summaries. d. Address specific requests from ADOT for project cost data, cost estimate comparisons, and cost trends. e. Develop and Update R/W cost estimate in coordination with ADOT R/W Group. f. Develop/update annual Parametric Values for major types of projects (TIs, GP/HOV Lane adds/mile, ROW, New 3+1 lanes/mile). g. Update/Track bi-annual construction index with major items (Cement/Steel/Concrete, drainage, pavement etc.). h. Prepare annually the appropriate inflationary factors to be used to adjust base costs to year of expected expenditure. • Develop and maintain Program delivery schedule a. Prepare and Update the RTPFP Master Schedule to coincide with the 5- year program and 20-year plan. Upload to the Workfront annually. • Perform /Update the Cost Risk and Value Engineering (CRAVE) Analysis for projects included in the program. a. Provide support /evaluate practical design as part of CRA/CRAVE analysis. b. Develop, update, and maintain project risk register for all critical items identified in CRA/CRAVE analysis. c. Develop/update/maintain risk register for R/W cost as required for the project in coordination with ADOT R/W Group. d. Develop/update corridor financial and management plans to meet FHWA requirements. e. Develop/update/maintain Risk registers for utility cost and implementation on projects and corridors. • Coordinate with other agencies program projects as needed a. Review, analyze, and establish risks for local agency projects that would impact regional freeway operations as needed.
