The Firm will perform the following tasks. Additional tasks may be identified during the contract development process between NHDES and the selected Firm. A. Water and Sewer Rates Survey a. Survey Mailing List and Survey Letter i. Develop survey letter in coordination with NHDES. ii. Obtain Survey Mailing List from NHDES. iii. NHDES will send notifications to participating entities regarding the Survey prior to the launch of the Survey by the Firm. iv. Send the NHDES Water and Sewer Rate Survey request to every water utility on the NHDES mailing list (systems include towns, cities, counties, water/sewer authorities and water/sewer commissions, districts and precincts). v. The survey should request that the recipient supply a copy of the system’s water and/or sewer rate structure to the Firm by a certain date. b. Implementation of Rate Survey i. Collect all survey responses via e-mail or phone. ii. The goal of the NHDES Water and Sewer Rate Survey is to create the most comprehensive database of current water and/or sewer rate structures in the state. The Firm will be held to a response rate goal of 80%-90% (project will not be considered completed until the goal is reached by the Firm). iii. The Firm will make three attempts to follow-up on all surveys not received through e-mail and phone. iv. Enter all information received into the database to facilitate data analysis. v.
