The City of Manassas Park, Virginia (the "City") is soliciting proposals from qualified and interested firms to provide the City with economic development and redevelopment consulting services. Firm(s) will be responsible for providing the City and Economic Development Authority (EDA-Successors) with Business Retention, Expansion, Attraction and Creation (BREAC) commercial real estate consulting services. Projects will be in the areas of mixed-use, commercial, and industrial development and redevelopment. The City is seeking a full-service commercial real estate and economic development – redevelopment consultant with knowledge and experience over a broad range of commercial real estate development. While the City intends to award a contract to a single proposer, it reserves the right to award contracts to multiple firms. The commencement date of the Agreement to be awarded in connection with this RFP is anticipated to be August 1, 2025. The City currently has an agreement with an economic development consulting firm (HGIS, LLC) that provides a performance-based contract with a minimal monthly fee coupled with incentives for various commercial real estate efforts in which bonuses may be earned. The contract resulting from this RFP (the “Agreement”) shall be for professional consulting services. The Agreement shall have a term limit of one (1) year, terminable without cause by either party at any time upon sixty (60) days’ prior written notice, provided however, that the proposer may not so terminate if it will result in a substantial inconvenience, burden, delay or hardship upon the City, as determined by the City. The Agreement may be renewable for four (4) additional one (1) year periods solely at the City’s option.
