The selected Respondent is expected to provide the following services: The City is seeking a consultant or a team of consultants (Consultant) to prepare a five-year Homelessness Action Plan (HAP) to reduce and prevent homelessness in our city and strengthen the physical health, mental health, and social service support for our unhoused residents. The final plan should: • Develop measurable goals and strategies with clear timelines. • Address equity issues and ensure that programs and services are viewed through an equity lens. • Engage and empower the community to be part of the solution. • Develop a shared vision interdepartmentally and citywide. Building consensus and buy-in among the community, homeless service providers, various City departments, and other key stakeholders will be critical to the success of this plan. The HAP should also include the participation and input of individuals with lived experience.
