The consultant’s responsibilities shall include: 1. Collaboration and Coordination o Work closely with the Licensure Board, NH Vocational Rehabilitation (NHVR), and the Office of Deaf and Hard of Hearing. o Engage stakeholders within New Hampshire and consult with other states as necessary. 2. System Development o Design a process for utilizing culturally and linguistically competent individuals in the roles of Navigators, Fact-Finders, and Mediators. o Create and document: Procedures for when and how to activate this new option. Procedures for ensuring role accessibility and conflict-of-interest avoidance. Job descriptions and role-specific responsibilities for Navigators, Fact-Finders, and Mediators. A fee schedule for services rendered by these roles. Interview and hiring processes for each role. 3. Training and Outreach o Develop and deliver training for: Navigators, Fact-Finders, and Mediators on NH license law, the complaint process, and this new model. Board members, the Deaf community, and the interpreting community regarding the system’s function and access.
