DCDHS is seeking proposals from qualified shelter operators to provide safe, low-barrier, and clientcentered emergency shelter for individuals and families experiencing homelessness. Selected operators will be responsible for delivering trauma-informed, equitable, and housing-focused shelter services that promote stability and support rapid exits to permanent housing. Operators will be expected to ensure operations 365 days, coordinate with supportive service providers, and maintain compliance with all safety, accessibility, and programmatic standards.
