SMD Program Management - a. Support the County’s annual SMD vendor permit application and allocation process: i. Review and update the County’s permit application and related materials. ii. Review operator applications to ensure that they meet County requirements. iii. Help applicants complete necessary documents, including payments, bonds, and insurance. iv. Inspect new vehicles to ensure compliance with County Code requirements (e.g., lights, brakes and bell, safety messaging, and top speed). b. Monitor SMD vendors’ performance: i. Track fleet size, trips per device or utilization rate, parking issues, and device availability throughout the County and in Equity Emphasis Areas. Equity Emphasis Areas are areas in Arlington County with high concentrations of BIPOC or limited-income populations. ii. Work with vendors and the County to address non-compliance and enforcement. c. Manage performance data: Work with vendors to ensure timely and accurate data in the INRIX/Ride Report software, which the County currently uses. d. Coordinate monthly meetings with each permitted vendor and the County Project Officer to review operations and issues. e. Coordinate monthly meetings that include representatives from all permitted SMD vendors and County staff. f. Assist with managing SMD parking corrals: i. Coordinate corral locations with County staff from the Arlington County Commuter Services (ACCS) Bureau, and Transportation Engineering and Operations (TE&O) Bureau. ii. Install and repair corrals. iii. Monitor corral usage and identify where additional capacity and new parking sites are needed...
