The Contractor solution must allow Veterans to review and electronically sign documents over a cellular network without the requirement for specialized equipment. The software must provide this capability through a Veterans’ smart phone or similar device. 1.4. The Contractor solution must be compatible with anticipated changes in VBMS. 1.5. The Contractor solution must provide the ability for the South Carolina Department of Veterans’ Affairs to access, query, observe, compare, and collate all data entered by authorized users across the Department, to include accredited Veteran service officers / claims representatives working at the county level as authorized users. 1.6. The Contractor solution must allow the Department to automatically generate standard reports from this data, both aggregated at the State level and articulated to the county level. 1.7. The Contractor solution shall be intuitive and easy-to-navigate interface, allowing clients to use the system quickly and efficiently. 1.8. The Contractor solution must allow the Department’s administrators to be designed to scale as the organization grows, accommodating increase in clients and organizations and capability to assign designated sub-administrators at county level to enable local management of authorized users and county Veteran / client data sets. 1.9. The Contractor solution must allow 24/7 access to organizations through multiple devices and platforms that can be accessed anywhere and at any time. 1.10.The Contractor solution must have advanced analytics and reporting capabilities that provide designated administrators and sub-administrators with actionable insights and performance metrics. 1.11.The Contractor solution must use industry-standard protocols and APIs to ensure compatibility with a wide range of existing systems and platforms. 1.12.The Contractor solution must seamlessly accept data from the incumbent system and the US Department of Veteran Affairs Veteran Benefit Management System (VBMS) or the US Department of Veteran Affairs’ next platform that serves the same purpose as the VBMS.
