2.6.1 Farmers Market Operators. The Operator responsibilities shall be as Follows: A. Present a high-quality farmer’s market experience with a unique and individual flavor complementary to the Eastmark Community. The vendor make-up of the market should consist of both perishable items, such as local/fresh produce, baked goods, prepared foods as well as arts/crafts. At a minimum the market should maintain a balance of 70% perishable food vendors and a maximum of 30% arts and craft vendors. B. Strive to increase food accessibility for all residents. This may mean accepting payment through Electronic Bank Transfer cards (EBT) in relation to the Supplemental Nutrition Assistance Program (SNAP), the Double Up Food Bucks program, or the Senior Farmers’ Market Nutrition Program (SFMNP). This is not a requirement for the proposal submission, but proposals that declare an intent to offer these or similar programs are attractive to the City. C. Curate a Farmers’ Market that operates in accordance with all State, County, and City of Mesa requirements and regulations. The Operator should obtain, complete, and maintain all permits and supporting documentation to satisfy the requirements of the City of Mesa, Maricopa County, and the State of Arizona. D. Keep, update, and maintain appropriate market records. Records include, but are not limited to, vendors, sales, revenue, and attendance estimates. Operator agrees to share access to records with City. Operator must provide/submit a vendor list two (2) weeks prior and two (2) weeks after the market, to the Tax and Licensing office for each market. Failure by the Operator to submit the vendor list in advance of the market may result in cancellation of the event. E. Willingness to explore working with community/local organizations should such opportunities arise in the future. F. Shall provide Security, if required, after event scope and business plan are reviewed by the City of Mesa. G. Event and vendor parking should not impact residential neighborhoods, businesses, schools. Auxiliary parking locations need to be secured by the Operator. Written authorization to be provided to the City. Gateway Library’s parking lot shall NOT be used for event or vendor parking. It will only be accessible to Library patrons. H. Seek guidance from the City on signage and its placement. I. The farmer’s market shall be self-sustaining and shall provide a plan for the following items (if Cohere would like to partner with the Operator on any of these items, that would be at their discretion): J. Adhere to all park rules and guidelines. K. Work in partnership with the Eastmark Assembly, Eastmark Residential Association, and their management company (Cohere) in any and all marketing efforts. L. Ensure that all vendors are licensed through the City of Mesa. 2.6.2 City of Mesa. The City of Mesas’ responsibilities shall be as Follows: A. Provide favorable terms and park fees for use of City-owned property (at Eastmark) to be agreed upon, after the award, by the award Famers Market Operator and the City. B. Ensure facilities are accessible, safe, clean and maintained. C. Assist with scheduling to avoid conflicts with events scheduled by other stakeholders.
