The services and/or products to be provided shall include, but not be limited to, the following: 5.4.1 Gather the data necessary for evaluating existing conditions and alternative solutions, including, but not limited to, the following: • Collecting traffic volumes, speed data and turning movement counts of road, sidewalk and trail users • Conducting site reconnaissance, field inspections • Observing road user behavior • Obtaining police reports of crashes and determining crash frequency, rate, and type • Obtaining existing corridor signal timings from VDOT • Soliciting stakeholder information and feedback • Taking measurements of sight distance, road surface markings, and road geometry • Identifying and inventorying the presence and locations of state, local, and privately maintained signs, signals, overhead and underground utilities, easements, and public right-of-way 5.4.2 Perform roadway safety and operations evaluations for all road, sidewalk, and trail users (including pedestrians, bicyclists, scooter riders, motorists, and public transportation riders) to comply with Section 5.1.3. Analyses include, but is not limited to the following: • Complete streets • Curbside management, including on-street parking • Cut-through traffic • Multi-way stop control • Pedestrian crossing at unsignalized locations...
