To analyze health insurance premium rates to determine that they are not excessive, inadequate nor unfairly discriminatory in relation to the cost of the benefits provided pursuant to acceptable actuarial techniques and Hawaii Revised Statutes article 431:14G. To provide actuarial analysis of the expected impact of health legislation and federal health reform. To appear as an expert witness representing the Commissioner, if necessary, to justify the Insurance Division’s position relative to rate filings disapprovals where an insurer or a policy holder has requested a hearing. To provide other actuarial analysis as requested by the Commissioner. To provide training to staff to facilitate implementation of measures to improve the affordability and comprehensiveness of coverage offered in Hawaii’s insurance markets and to ensure effective regulation of health insurance markets in Hawaii. To help develop internal materials, as necessary, to support the above training functions.
