The City is requesting proposals for services of a qualified vendor to provide school crossing guard service to ensure that traffic is stopped for the safe crossing of students, parents, and school staff. Services will include, but are not limited to: • The vendor will be responsible for providing crossing guard services during school days (before and after). The vendor will be responsible for coordinating the school district and Geneva Police Department with respect to providing specific dates and times for service. • The vendor will recruit, select, and employ crossing guards and alternate crossing guards as required to provide coverage at each crossing guard post on each day when guards are required to be at location according to school calendar. The current school crossing guards must be given an opportunity to seek employment with the contractor. If the contractor decides not to select a current crossing guard, a written report explaining justifiable reasons will be sent to the Police Department designee. • Ensuring that all crossing guards are adequately trained for the position and that each crossing guard will meet the necessary legal requirements for having contact with minors that is not contrary to Illinois law. The vendor is responsible for all training. The city will not pay for training costs. • The vendor will immediately notify (30 minutes in advance of the scheduled start at a minimum) the police department if a crossing guard will be late to their assigned location or if they are unable to staff a location. • Management of the crossing guards, with direct input from the Police Department. This may involve the employment of a Field Supervisor to make random on-site visits at crossing guard locations. If employed, the Field Supervisor shall conduct on-site visits at crossing guard locations daily. • Provision of a weekly roster to the Police Department of the crossing guards indicating any replacement necessary due to absences of regularly scheduled crossing guards.
