This RFQ seeks consultants to perform waterproofing, envelope and roofing diagnosis, design, design review and construction administration services as needed. Services may include, but not be limited to, inspection of roofing and waterproofing systems and maintenance plan preparation, diagnosis of water infiltration problems and specification of remedial products and methods, preparation of contract documents, technical inspection and project management services for re-roofing and waterproofing projects. Consultant teams, including subconsultants, will provide basic architectural, engineering and planning services to design the Work, obtain permits, develop documents for bidding and construction, and provide construction administration services through warranty and completion of the project. Additional services may also include, but are not limited to: SJC Weatherization Program Administration: Establish administrative and project management parameters for the work, including establishment of budget, scope, and schedule. 1. Organize and perform a comprehensive SJC facility envelope condition assessment 2. Assess Facility and develop a whole building weatherization program with scope broken into phases, with cost estimates and potential schedules related to those scopes of work summaries. 3. Consultant shall develop the scope with the CD PM and can meet and collect feedback from FO, PM, and SJC representatives/stakeholders. 4. Review existing documents and site conditions to ensure all necessary site/facility information is complete and available prior to design commencement. 5. A/E to recommended work package assembly for best alignment for efficient execution. 6. Identify and complete any outstanding studies required prior to commencement of design, especially with regard to land use, zoning or regulatory issues that may affect proposed work. 7. Verify program and provide preliminary budget and schedule. 8. Prepare design and bidding documents 9. Provide cost estimates for each design phase. 10. Provide quality and cost control, internal value engineering. 11. Coordinate with all applicable municipal, state and federal regulatory agencies. 12. Assist in obtaining all permits as required including, but not limited to, MUP, SEPA, and EIS if required. 13. Bid assistance and evaluation. 14. Construction Administration for all phases of work with associated scope materials testing, observations and records during the construction period. 15. Coordinate plans with City of Seattle staff with regard to data and telecommunications, building commissioning, maintenance and operations, and public information. 16. Warrantee consultation. 17. Project Closeout including as-built record documents.
