Minnesota State is requesting proposals to assist in developing a program to manage current, system-wide facility condition data to support iterative review, budgeting and planning for its built infrastructure. The program will incorporate principles of Total Cost of Ownership (TCO) and fundamentally be shaped by five key data sets: initial asset cost (replacement value or first cost), operations and maintenance (O & M), utilities, renewal needs, and end of life costs. This RFP's scope of work will focus on development of both a broad TCO data management strategy and development of condition and assessment models to define asset replacement value and renewal needs. O & M costs, utilities costs, and end-of-life costs are currently management independently. A goal of this program is to bring all five data sets together for more holistic and comparative performance review and strategic planning.
