The Contractor shall provide all management, supervision, education, training, labor, materials, and equipment necessary to fulfill the duties and responsibilities described herein. General operations of the locks and dams are detailed in Appendix A - Lock Operations Manual and Appendix B - Staff Gauge Reading Instructions. The Contractor shall provide trained and qualified staff as follows: • Project Manager: Individual responsible for overseeing all Contractor’s staff, ensuring contract requirements are met, and coordinating with District staff. • Lock Master: Staff member fully trained, tested and qualified in the operation and maintenance of all three Locks and Dams. Provides training to other staff as necessary. • Lock Resident: The on-site resident shall be trained, interned, and qualified to operate, at a minimum, the site at which the residence is located. • Lock Tender: Individuals trained, interned, and qualified to work at one or more site(s).
