Pursuant to Hawaii Revised Statute, §103D-412 Motor vehicle requirements. (a) The procurement policy for all agencies purchasing or leasing light-, medium-, and heavy-duty motor vehicles shall be to seek vehicles that reduce dependence on petroleum-based fuels that meet the needs of the agency. Priority for selecting vehicles shall be as follows: (1) Zero-emission vehicles*; (2) Plug-in hybrid electric vehicles**; (3) Alternative fuel vehicles; and (4) Hybrid electric vehicles. *Zero-emission vehicle shall have the same meaning as contained in title 40 Code of Federal Regulations section 88.102-94. **Plug-in hybrid electric vehicles, currently, the Department of Corrections and Rehabilitation does not have the necessary infrastructure at its facilities. Specifications include, but are not limited to: 1. Model Year: 2024 or later. 2. Model: 15-passenger van. 3. GVWR: 9600 lbs. 4. Wheelbase: 155 inches, minimum, 245 inches, maximum. 5. Length: Due to payload weight distribution, an extended body length is not acceptable unless approved by designated facility personnel. 6. Height: Total “street-to-top” height shall not exceed 83.9 inches on fully inflated tires, without passengers or cargo. 7. Engine: Non-plugin hybrid / Gasoline/Ethanol powered, 6.0 L V8 SFI FlexFuel (minimum 341 hp @ 5400 rpm, 373 lb-ft of torque @ 4200 rmp) minimum 30-gallon capacity fuel tank with gas cap. Cooling system must be appropriate for anticipated load. 8. Transmission: Minimum 6- speed automatic, rear wheel drive. 9. Electrical System: Battery 600 cold-cranking amps; Alternator 150 amps. 10. Steering: Powered or power assisted.
