The Dept. Of Land and Natural Resources, Division of Forestry and Wildlife (DOFAW) seeks a consultant to conduct an archaeological inventory survey (AIS) and create a report based on findings for a portion of State lands adjacent to the Kapāpala Forest Reserve (TMK (3) 9-8-001:010) on the Island of Hawaiʻi. DOFAW plans to install approximately 12.3 miles of protective fences. This project seeks to identify and record any surface historic properties that may exist in the proposed project area. The State Historic Preservation Division (SHPD) records indicates that the ʻĀinapō Trail (SIHP 50-10-50-05501) is located within the proposed project area. Additional historic properties have been identified on an adjacent parcel. Note that the contractor will need to contact SHPD with an appropriate testing strategy prior to initiation of the survey. This project seeks to assist DOFAW to meet the requirements of HRS §6E-8. It is not subject to Federal Chapter 106 compliance as it does not include Federal lands or funds. More details include: 1. Kapāpala Ranch is accessed through the ʻĀinapō Access Gate at the 40.5 mile marker on Highway 11, south of the Hawaiʻi Volcanoes National Park. The gate is locked, so access should be coordinated with the Ranch and DLNR-DOFAW. After proceeding through the gate, ~3.5 miles of 4WD road will take you to the ʻĀinapō/Steel Pipe Road intersection. Turn left onto Steel Pipe Road and head southwest for 1.5 miles. 2. Both the Kapāpala Conservation Unit Fence and the majority of Withdraw Boundary Fence follow a road or bulldozer corridor. However, the northwest segment of the Withdraw Boundary Fence is not roadside. 3. DOFAW can provide staff to accompany the archaeologist.
