The scope of this RFP is to provide Federal Lobbying Services for the County's Legislative Program, Federal Grants, and Long-Term Economic Development. The scope includes but is not limited to the following: • Developing a strategic federal agenda and political outreach plan. • Tracking, researching, and communicating with federal agencies to identify grant opportunities. • Coalition building on the local and national level. • Coordinating advocacy efforts with the National Association of Counties (NACo). • Developing policy through the legislative (via Congress) and regulatory (via the Administration) process. • Securing letters and phone calls of support from the Oregon Delegation on grant applications. • Drafting legislation
