The City of Oakley is seeking proposals to design and construct a new library and community center on city-owned property under a public private partnership (P3) that could include a mixed-income residential component. This is a unique opportunity to help the City realize its vision of developing a combination of public amenities and housing on two non-contiguous City-owned properties, one of which has been declared surplus property under the Surplus Land Act. A request for proposals was issued in February 2025 that included a notice of availability for housing development which did not generate interest from “interested parties” (affordable housing developers). Having fulfilled the noticing requirements under the Surplus Land Act, the City is reissuing the solicitation to provide other parties an opportunity to submit proposals. While the City desires to contract with one team to develop both parcels, it will consider more than one developer to ensure maximum public benefit, including the development of workforce and affordable housing. Additionally, the City is interested in proposals that include best value project delivery methods that could streamline construction and reduce overall project costs.
