A. Adherence to MDOT SHA Specifications: All work must conform to the Maryland Department of Transportation, State Highway Administration's specifications and any special provisions. B. As-Needed Service: Provide roadside litter pickup at various locations in Anne Arundel County as required. C. Best Practices: Employ best practices established in the service industry. D. Comprehensive Service Provision: Furnish all supervision, labor, tools, transportation, equipment, and materials. E. Contractor will provide all “Maintenance of Traffic” related items on this contract. This includes all signs and one protection vehicle (Attenuator truck). Contractor shall work within the work zone provided by the SHA operator at all times. F. Debris Removal: Remove trash, litter, and debris including recyclables, organic matter, tires, metal, etc. G. Experience: The contractor or their management must have a minimum of 2 years of experience in providing similar Roadside Hand Mowing around Guardrails, Signs, Grass Islands, and Culverts with Small Mowing Equipment services. H. Inlet Grate Clearing: Remove and clear debris from inlet grates along road shoulders. I. Licensing and Insurance: Be licensed and insured to perform work in Maryland. J. Litter Bags: Use a minimum 35-gallon trash bag. K. Litter pickup shall be performed in all areas prior to being mowed as the contractor moves from area to area. NO LITTER shall be mowed or spread along the area and must be cleaned up by the contractor. The contractor shall collect litter in bags and provide a count weekly to the engineer. The contractor may utilize the Glen Burnie shop litter dumpster for drop-off. L. Non-Exclusive Contract: Other contractors may be performing similar work in the same areas. M. Project Description & Specific Tasks: N. Quality of Work: Perform work according to specifications and to the satisfaction of the State Highway Administration. O. Required Labor: A minimum of five (5) laborers are required for litter pickup at all times and will consist of one (1) foreman and four (4) crew members. P. Resolution of Discrepancies: The Contract Manager is the sole authority for resolving discrepancies in contract documents. Q. Safety: Adhere to all OSHA and MOSH regulations and standards. R. 30-gallon Bags for removal of trash and litter debris S. Adequate replacement line and fuels. T. Commercial Grade String trimmers for guardrail and vertical objects (one for each employee plus 2 backup units) U. Litter pickers V. Pickup with equipment trailer (with amber top lights visible) W. Rakes, blowers, etc. to help remove debris and clippings if needed. X. Small 20-22” Walk behind/push mower to cut in obstructed areas Y. Transportation for staff/employees Z. Two ea. 36” to 46” Zero Turn Mower (s), Stand-on Mowers, or commercial walk-behind mower with Mulch attachment or rear discharge (grass cannot be thrown on pavement surface or directed at vehicles).
