The Howard County Housing Commission (the “Commission”) is seeking responses (“Qualification Statements”) from qualified non-profit and missionoriented for-profit real estate firms (the “Developer”) who are interested in serving in a pool of qualified parties to serve as assignees or designees (the “ROFR Pool”) under the Commission’s Right of First Refusal (“ROFR”) for multifamily properties. The intent of this RFQ is to create a pool of qualified Developers that are experienced in the ownership, operation and financing of affordable rental housing, and also possess the capability to acquire, rehabilitate or redevelop housing units to extend the long -term affordability of rental housing. The Commission will utilize this ROFR Pool to assign ROFR rights to firms that can execute a property acquisition quickly and preserve or expand affordable housing at the property.
