Task 1. Project Management The purpose of this task is to manage the TOD Plan's work streams, schedule, and budget. This task will be ongoing for the duration of the contract, and includes: Establishing project-specific procedures, Monitoring and reporting of progress, and Overall project coordination. To fully integrate into the City and County of Honolulu ("CCH") team, the City will provide the Consultant with official City email addresses affording the Consultant access to the same resources and communication channels as the CCH team and overseen by the DTS Chief Planner. Task 1.1 Kick-off Meeting Following confirmation of the contract start date by the CCH team, the Consultant will schedule a kick-off meeting and monthly Status Meetings with the CCH team. Deliverables: Kick-off meeting agenda and minutes. Task 1.2 Quarterly Steering Committee Meetings The Consultant will be responsible for convening the project Steering Committee ("SC"), which consists of the Consultant, CCH team, and other stakeholders to be identified by the CCH team, on a quarterly basis. Deliverables: Necessary meeting materials, including agendas, presentations, and minutes. Task 1.3 Routine Invoices and Progress Reports The Consultant will prepare monthly Progress Reports which includes: (1) a summary of project tasks completed in the prior month; (2) work anticipated in the upcoming two (2) months; and (3) significant 'long-lead' items. The Progress Reports will be provided to the CCH team prior to the monthly Status Meeting and discussed at the monthly Status Meetings. The monthly Status Reports must be included with the Consultant's monthly invoice. Deliverables: Monthly invoices and Progress Reports. Prepare and maintain a website, to be hosted by the City, for the duration of the project for the public to view project information and materials, including the build-out scenario and final report, as well as track progress. Task 2. Iwilei-Kapālama Subcorridor Connectivity Plan The Connectivity Plan would refine two major transportation assessment reports completed in 2021 and 2022 with an emphasis on multi-modal and climate-resilient connectivity infrastructure. These reports provided key recommendations for improving connectivity in the Iwilei-Kapālama sub-corridor; however, the studies did not result in an actionable implementation plan and did not take into account the recent and further planned acquisitions by the City in the Küwili Station TOD Development Area that provide new opportunities for affordable housing and mixed-use development, as well as infrastructure connectivity. The Connectivity Pian would be an actionable plan that would be submitted to the O'ahu Metropolitan Planning Organization for inclusion in the overall transportation plan for O'ahu, including recommended street, pedestrian, and multimodal improvements for planning, design and construction. Task 2.1 Connectivity Needs Research and Stakeholder Engagement The Consultant will build on previous traffic assessment and connectivity studies of the Iwilei-Kapālama sub-corridor, refining previously identified street connections to enhance connectivity and walkability. The Consultant will update previous traffic assessment and connectivity studies to consider the City's recent major land acquisitions within the Kūwili Station TOD Development Area. Deliverables: Meeting agendas, material, and meeting summaries. Technical memorandum that compiles, reviews, and analyzes the two major transportation assessment reports completed in 2021 and 2022 for the Iwilei-Kapālama sub-corridor, refining previously identified street connections to enhance connectivity and walkability. Native electronic files of traffic simulation that is an update to previous traffic assessment and connectivity studies to consider the City's recent major land acquisitions within the Küwili Station TOD Development Area. Technical memorandum that reviews opportunities for connecting housing for historically underserved communities to affordable transportation, good jobs and employment centers, and government services.
