The City of Bloomington is seeking proposals from qualified firms to provide crossing guard services at sites designated by the City of Bloomington in consultation with District 87 and Unit 5 school districts. The selected firm will monitor, supervise, and ensure the safety of children using intersections and crosswalks while traveling to and from school zones. Services are required on all regularly scheduled school days from August 2025 through June 2027. School district and bell schedules will be provided to the selected firm. • The firm will be responsible for recruitment, hiring and terminating, and disciplining crossing guard employees. • The firm will be responsible for ensuring any candidates for a crossing guard position meet minimum standards to meet the physical demands of the job of a crossing guard employee. • The firm will be responsible for ensuring that crossing guards are able to read, write, speak the English language and must be able to write intelligible reports. If the crossing guard location is in a neighborhood with a concentration of residents who speak a language other than English, preference shall be given to employing a crossing guard who speaks that language also. Specifications include, but are not limited to: • The firm will ensure any hired candidate for crossing guard is at least eighteen (18) years of age. • The firm will ensure any hired candidates for crossing guard have the ability to remain calm and use judgment and initiative in an emergency situation. • The firm will ensure that all crossing guards have basic first aid certification. • The firm will ensure that crossing guards maintain a method of contacting emergency services on their person during their work hours.
