The Contractor shall conduct in-depth research on the institution of slavery and post-abolition structural discrimination in NYS, focused on the economic harms experienced by enslaved peoples, their descendants, and Black New Yorkers. A. Literature Review: i. Conduct and document a relevant review of reparations calculations performed in other states, the U.S. as a whole, and/or in other nations. ii. Conduct in-depth review of existing literature on the economic impact of slavery and postabolition discrimination in NYS. B. Data Collection and Analysis: i. Collect and analyze primary source materials relevant to NYS, including historical records, legislative policies, and economic data, as evidence of economic harm; or identify existing form of data for analysis. ii. Identify examples of incidences of slavery and structural discrimination in NYS and quantify the expression of economic harm. iii. Quantify the flow of enslaved peoples between the Caribbean and NYS. iv. Extrapolate the cumulative effect on the NYS Black-White wealth gap. v. Quantify the financial losses stemming from slavery, segregation, redlining, housing discrimination, wage suppression, tax law, and wealth extraction policies in NYS. vi. Identify and quantify structural discrimination’s role in creating disparities in wealth, health, income, property ownership, employment, and business development among Black New Yorkers.
