The Illinois Commerce Commission (ICC, Agency) is seeking a safety monitor consultant to provide independent monitoring and analysis of, and reporting on, Peoples Gas Light and Coke Company’s (PGL) Cast Iron/Ductile Iron (CI/DI) pipe retirement program under 220 ILCS 5/8-102. The consultant will analyze project execution, cost management, and pipeline risk modeling to ensure PGL meets safety, efficiency, and regulatory requirements while staying on track for the 2035 retirement deadline. The Safety Monitor Consultant is to gather and provide information to the Commission that ensures Peoples Gas Light and Coke Company (PGL) efficiently manages its Cast Iron/Ductile Iron (CI/DI) pipe retirement program, preventing unnecessary cost overruns, delays, and safety risks. The consultant will provide independent monitoring and analysis to verify that PGL’s infrastructure investments align with regulatory standards and industry best practices, ensuring ratepayer funds are used effectively while maintaining public safety and service reliability. The selected Safety Monitor shall operate with full independence, technical rigor, and diligence in evaluating the program's implementation and alignment with Commission expectations. The Monitor’s primary responsibilities will include the preparation and submission of annual written reports (Monitor Reports), as well as reporting on an as necessary basis critical issues and/or concerns requiring immediate escalation, supported by data analysis, field verification where applicable, and professional judgment.
