The Agency utilizes a software solution that enables mainframe-generated reports to be published in specified formats, allowing authorized business users to securely access them. Replacing this system with an alternative software would necessitate the redevelopment of over 600 job processes, each of which has been tailored to the current platform. Given the Agency's limited technical staffing resources—particularly across critical functions such as payroll, budget, human resources, construction materials, timekeeping, and letting—undertaking such a large-scale redevelopment is not feasible at this time. Furthermore, the Agency operates under strict deadlines mandated by contractual obligations and legislative requirements. With the fiscal year-end approaching, reprogramming these functions within a new software environment would be impractical and would severely risk operational continuity. It is imperative that the Agency maintain uninterrupted payroll processing and continue scheduled letting activities to meet legal and financial obligations. The bureau has conducted thorough research and found that no other alternative can perform the required conversion. The software is the only known product capable of converting green-bar mainframe reports into Adobe or Excel. The ability to convert these reports is essential to workflow efficiency, compliance, or data accessibility. The current software remains the only economical viable solution for fulfilling the Agency’s report conversion requirements. Continuing with this product ensures operational continuity, preserves historical data integrity, and maintains efficiency in processing mainframe reports. Transitioning to a new software requires significant financial investment in data migration, reconfiguration, and testing, and would exceed the request ed software maintenance fees.
