Perform environmental screening to identify potential environmental features and concerns for consideration in later phases of project development. d. Concept Development i. Identify recommendations that address existing conditions and provide for walkability, transportation accessibility, safe multimodal circulation, connecting members of the underserved community to jobs and amenities, and preventing displacement of legacy community members. Strategies may address land use and zoning, right of way and lane design, intersection operations/safety, lighting, parking, and access management.
