• Public/Private Partnership (PPP) This RFQ seeks a summary of the Respondent’s previous experience in mixed-use development in which the Respondent has focused their development efforts. The Respondent will also provide a summary of their (or their partners/team members) qualifications and experience in designing, financing, executing, and managing similar developments in the past, and ideally exhibits experience as a partner in a PPP. • Historic Downtown Scale Development The design, scale, and quality of the building(s) should complement and enhance the existing commercial typologies found within downtown Brunswick, which is both authentically historic and eclectic. The commercial structures will allow observation of the street and provide pedestrians with a sense of walkability. • Density The Respondent will provide an overview of their successful efforts in maximizing density to achieved highest and best use while respecting traditional downtown development design and standards. • Financing Plan and Private Financing Capabilities The Respondent will provide an outline of their previous and current capacity in securing private debt and equity capital as well as developing and managing project budgets that led to project completion within budget. • Project Approach / Work Plan Experience, along with operational and organizational processes, related to developing and managing, work programs, partnerships, and construction schedules that ensure on-time project completion for similar projects. • Local Workforce Integration Engaging local small business and workforce in this project is a leading goal of the URA and the City of Brunswick. Responses should include past and current efforts used to engage local contractors, where feasible, in their commercial development projects. Responses should also include statements where they have encouraged, and engaged, local and minority-business enterprises on previous projects. • Aggressive Timeline The URA believes this is a catalyst redevelopment project that will encourage further private development and therefore seeks a Response that includes a proposed project development timeline (“best case” scenario) along with identification of key factors that could delay completion of the project in a timely manner. • Creativity and Innovation The Oglethorpe Block is located at the northern border of downtown Brunswick at the intersection of two major roadways which provide an alternate connecting route to Interstate 95. The URA is seeking a Developer who can work with the URA and its Design Team to create a project that not only works within the scale and zoning of the downtown but can enhance this prominent gateway site.
