The successful ENGINEER shall be required to perform the services listed below: Develop a Preliminary Design Report (PDR) using the MaineDOT Bridge Program Design Guide. Perform any survey work necessary to define right-of-way, bridge layout, and alignment. If the project will require land acquisition or an easement outside of the right-of-way, the ENGINEER will provide a legal description of the boundaries. Perform any geotechnical engineering evaluations required to design bridge support structure. Perform stream assessment to gather sufficient data for bridge design. Develop preliminary and final design plans in accordance with standards in the latest editions of MaineDOT’s Bridge Design Guide, Standard Specifications and Standard Details. Design plans shall include plan, profile, details, cross sections, and geometry (Approach Design). Provide design computations, load rating, and scour evaluation information to the new structure to MaineDOT for review and comment. Develop an engineer’s estimate of construction cost at the following milestones: PDR, Plan Impacts Complete, and final Plans, Specifications and Estimate (PS&E). Coordinate project with all applicable utilities. Prepare a set of Design Plan Impacts (75% design complete) with all design features, topographical details, and impacts associated with the project. Procure all necessary permits including environmental permits. Perform a benefit cost analysis to comply with MEMA requirements. Conduct and document quality-control design checks at 50% and 95% complete
