The successful consulting firm selected for this assignment will work closely with municipal staff, the Municipal Attorney and Princeton Council’s Code Review Committee to prepare a new set of zoning regulations for Princeton that consolidate and modernize the currently separate zoning regulations. The Planning Department will serve as the point of contact for this project and will be responsible for coordinating and implementing the proposed code updates. Any required meetings may be held in person or virtually at Princeton’s direction. A. Background Analysis The successful consultant shall: 1. Hold a kick-off meeting with municipal staff and the Code Review Committee 2. Review the 2023 Master Plan goals, priorities and recommendations. 3. Review the current zoning regulations of the former Township (located in Chapter T10B, Article XI) and of the former Borough (located in Chapter B17A) and any other related sections of the former Township and Borough codes. 4. Audit Princeton’s current zoning regulations (including, to the extent necessary, other provisions of its Land Use Code), and provide a Diagnostics Report to serve as the starting point for the new unified and updated zoning regulations. 5. Review the community-driven recommendations to inform the final unified and updated zoning regulations. 6. Review documents from previous efforts at consolidation of the zoning regulations (to be provided). 7. Review recent development activity in Princeton and the surrounding area, and in similar municipalities. 8. Create a timeline and milestones to completion of the draft unified and updated zoning regulations. 9. Create a plan to adopt the new zoning regulations, preferably in a single ordinance, though other approaches will be considered based on the consultant’s proven success in other communities. 10. Meet regularly with municipal staff (and the Municipal Attorney as needed), and periodically with the Code Review Committee to discuss progress.
