1. Vendor will provide a range of binding services for the Hennepin County Library (“HCL”) on an as needed basis, including but not limited to binding, rush binding, rounding and backing, and repairs. 2. All items will be bound according to the technical and materials specification and quality standards of: a. ANSI/NISO/LBI, Z39.78-2000 (R2006) Standard for Library Binding b. ANSI/NISO Z39.48-1992 (R2002), Permanence of Paper for Publications and Documents in Libraries and Archives c. ANSI/NISO Z39.41-1997 (R2002), Printed Information on Spines d. ANSI Standard L 29.1-1977 Fabrics for Book Covers 3. HCL reserves the right to specify binding styles and methods of treatment for as many volumes as it deems necessary for any reason. If an item cannot be bound in the manner specified, it shall be returned to HCL with an explanation for its rejection. 4. The Vendor shall be capable of treating items of a wide ranges of sizes for each binding style or method of treatment, as specified in Appendix A. 5. When options are offered in the Standard or when HCL requires specifications not included in the Standard, Vendor will follow the guidelines herein. A footnote citation to the relevant Standard and applicable section of that Standard is given. These guidelines clarify and expand the Standard; they do not replace it. 6. Changes in methods and materials (e.g. new end sheets designs, adhesives) used by Vendor, even those that conform to the ANSI/NISI/LBI Standard Z39.78- 2000 (R2006), will not be implemented without HCL’s written approval under the following conditions: a. The methods or materials shall undergo extensive, documented testing by the ANSI, NISO, LBI, or an approved LBI testing laboratory that measures strength, durability, chemical stability, and functional qualities. b. The tests shall clearly indicate that the innovation will lead to better protection and greater longevity of the text block. 7. HCL may submit samples of Vendors work to a third party to verify compliance with ANSI/NISO/LBI Standards and HCL Specifications for Monograph and Periodical Binding.
