The DOC seeks to establish a contract with one or more faith-based organizations whose programs focus on enhancing faith-based services to inmates on a regional basis. It is believed that a regional distribution of services will allow for a more effective and efficient way to deliver such activities and allow regional organizations to compete and provide such services. Faith-based programs are known to have a profound positive effect on inmates and thus the Commonwealth of Virginia, through the Virginia Department of Corrections, seeks to expand them and broaden their influence. The Contractor awarded a contract for each region shall: 1. Provide services including, but not limited to, formal worship, religious education, pastoral counseling, and coordination of religious volunteers in DOC facilities for all faiths. 2. Provide formal religious services at the following institutions. Average Daily Population as of February 2025 is provided below. 3. Subcontractors for religious services are established and administered by the contractor with the DOC approval.
